近年来，浙江省国际传播中心和浙江省贸促会每年发布《浙江省涉外营商环境评价报告》（以下简称“报告”），聚焦在浙外资企业对涉外营商环境满意度的评价，结合其经营难点和政策诉求给出预期愿景。《报告》的发布对于在浙经营和有潜在投资意愿的外资企业和机构都具有很强的指导意义。
In recent years, Zhejiang International Communication Center and the China Council for the Promotion of International Trade Zhejiang Provincial Committee has annually released Zhejiang Provincial Foreign-related Business Environment Evaluation Report (hereinafter referred to as the "Report"), focusing on the foreign enterprises' assessment of their satisfaction with the business environment in Zhejiang, and presenting expected visions in light of their operational difficulties and policy demands. The release of the Report is highly instructive for foreign enterprises and institutions operating in Zhejiang and those with potential investment intentions.
2026年的《浙江省涉外营商环境评价报告》延续了既往12个标准化评价指标体系，调查结果显示本年度浙江营商环境受到外资企业高度认可，综合平均满意度较上一个年度稳步提升，这意味着在过去一年复杂多变的国际局势下，作为中国经济强省的浙江通过持续改革，致力打造良好的营商环境，对外依旧保持着强大的招商引资能力。
The 2026 Report continues the previous standardized evaluation indicator system consisting of 12 indicators. Survey results show that Zhejiang's business environment has been highly recognized by the foreign enterprises this year, and the overall average satisfaction has improved steadily compared with the previous year. This means that, over the past year, amid the complex and volatile international situation, Zhejiang, as an economic powerhouse in China, has continued reforms and worked to build a favorable business environment, thus still maintaining a strong ability to attract foreign investment.
《报告》中也提及目前浙江涉外营商环境的一些可提升的方面：比如校企合作、同行企业交流、创新扶持等，企业也普遍面临成本上升、关税影响等挑战，这些问题和难点随着《报告》的发布也必将得到相关政府部门的重视并采取措施以持续优化营商环境，创造更高的满意度。
The Report also notes some areas for further improvement in Zhejiang's current foreign-related business environment, such as school-enterprise cooperation, exchanges among peer enterprises, and innovation support. Enterprises also generally face challenges including rising costs and the impact of tariffs. With the release of the Report, these issues and difficulties will certainly attract the attention of relevant government departments, which will take measures to continuously optimize the business environment and create higher satisfaction.
此外，2026年的《浙江省涉外营商环境评价报告》首次发布中英德法四语种版本，此举弥补了既往单一中英文版本的短板，必将覆盖更多国籍的受众，从而产生更为广泛的国际影响。多语种的《报告》发布，可以在世界范围内进一步展示浙江和浙江经济的蓬勃活力。
In addition, the 2026 Report was released for the first time in four languages: Chinese, English, German, and French, which makes up for the language limitation of the previous Chinese-and-English-only version. The multilingual report will certainly reach audiences of more nationalities, thus generating broader international influence. The multilingual release of the Report can also showcase Zhejiang and the Zhejiang economy worldwide.
