当地时间11月13日，由新华社联合非洲联盟、南非独立传媒集团、浙江师范大学非洲研究院等机构共同举办的“全球南方”媒体智库高端论坛中非伙伴大会在南非约翰内斯堡开幕。来自中国和41个非洲国家的160余家主流媒体、智库、政府部门等机构和非盟的200余名代表齐聚一堂，围绕“全球治理体系变革：中非合作的新角色与新使命”展开深入交流。浙江省国际传播中心（以下简称“ZICC”）受邀出席。浙江师范大学非洲研究院与ZICC联合开发的“智者非洲”非洲区域国别学智能应用亮相南非，受到与会嘉宾点赞。
The Global South Media and Think Tank Forum China-Africa Partnership Conference opened on Nov 13 in Johannesburg, South Africa, to discuss ways to strengthen global governance and deepen China-Africa cooperation. More than 200 representatives from over 160 mainstream media outlets, think tanks, government departments, and other institutions from China and 41 African countries, as well as from the African Union, gathered to engage in in-depth exchanges on the theme "Reform of the Global Governance System: New Roles and Missions of China-Africa Cooperation". Zhejiang International Communication Center (ZICC) was invited to attend the event. Ubuntu AI intelligent application for African regional and country studies, jointly developed by the Institute of African Studies at Zhejiang Normal University and ZICC, made its debut in South Africa and was highly appreciated by the participants.

论坛期间，代表们就“全球治理变革中的中非担当”“全球南方振兴中的中非行动”和“全球文明共生中的中非交融”三大议题进行交流。非盟新闻司司长莱斯利·里彻说，当今国际秩序正经历深刻变革，应进一步加强非中媒体与智库合作，共同塑造更加平衡的话语体系，以团结协作为构建包容、公正、可持续的世界贡献力量。
During the forum, representatives exchanged views on three key topics: "China-Africa Responsibility in Global Governance Reform" "China-Africa Actions in Global South Revitalization" and "China-Africa Integration in Global Civilizational Coexistence", Leslie Richer, director of Information and Communication at African Union, said that the current international order is undergoing profound changes and it is essential to further strengthen cooperation between African and Chinese media and think tanks to jointly shape a more balanced discourse system, contributing to the building of an inclusive, equal and sustainable world through unity and collaboration.
浙江师范大学非洲研究院院长、浙江省国际传播中心特聘专家刘鸿武在开幕式上致辞。他说，全球治理需要来自全球南方的智慧，需要来自非洲的智慧，也需要来自中非双方的智慧。他回顾了自己在浙江师范大学非洲研究院从事中非交流的经历，建议继续加强中非媒体和智库合作平台建设，拓展传播渠道，共同塑造话语体系，用互相听得懂的语言讲好各自故事，为全球南方崛起与共同利益提供高质量知识产品。
Liu Hongwu, director of the Institute of African Studies at Zhejiang Normal University and a specially appointed expert at ZICC, delivered a speech at the opening ceremony. He said that global governance requires wisdom from the Global South, from Africa, and from both China and Africa. Reflecting on his experiences in China-Africa exchanges at the Institute of African Studies, he recommended continuing to strengthen the construction of cooperation platforms between Chinese and African media and think tanks, expanding communication channels, and jointly shaping the discourse system. He emphasized the importance of telling each other's stories in mutually understandable language to provide high-quality knowledge products for the rise and common interests of the Global South.

作为全球南方团结协作的推动者，浙江的媒体与智库正发挥着日益重要的纽带作用。ZICC前身浙江日报海外版2000年便与《非洲时报》等非洲媒体建立合作，致力于讲好中非交往故事。ZICC成立后，陆续与肯尼亚编辑协会等数十家非洲媒体与机构建立合作关系，并在埃及、南非设立首批海外联络站。
As promoters of solidarity and collaboration in the Global South, media and think tanks from Zhejiang are playing an increasingly important bridging role. ZICC's predecessor, overseas edition of Zhejiang Daily, established cooperation with African media outlets such as African Times as early as 2000, committed to telling the story of China-Africa interactions. After its establishment, ZICC successively built partnerships with dozens of African media outlets and institutions, including the Kenya Editors' Guild, and set up its first overseas liaison stations in Egypt and South Africa.
此外，ZICC与浙江师范大学非洲研究院协同开展内容和技术合作。“智者非洲”的诞生，是双方积极参与中非人文交流与合作，用科技赋能中非合作的创新实践，也是浙报集团融媒众创空间国际传播实验室孵化的重要成果。该应用在2025年中非互联网发展与合作论坛（中国·厦门）期间发布升级版本，为中非数字合作搭建了新的平台。
Additionally, ZICC and the Institute of African Studies at Zhejiang Normal University have collaborated on content and technology. The birth of Ubuntu AI is an innovative practice of their active participation in China-Africa cultural exchanges and cooperation, leveraging technology to empower China-Africa collaboration. It is also a key achievement incubated by the International Communication Laboratory of the Zhejiang Daily Media Group's Converged Media Innovation Hub. The application launched an upgraded version during the 2025 China-Africa Internet Development and Cooperation Forum in Xiamen, China, providing a new platform for China-Africa digital cooperation.

在本次大会交流环节，“智者非洲”智能应用引发参会嘉宾广泛关注，他们试用后认为，该平台以人工智能技术为支撑，整合多语种新闻动态、智库研究成果、文化知识库与政策分析工具，构建起信息聚合、知识生成与决策支持于一体的智能系统，成为促进中非知识共享与文明互鉴的数字化桥梁。
During the exchange session of the conference, Ubuntu AI intelligent application attracted widespread attention from participants. After trying it out, they expressed that the platform, supported by artificial intelligence technology, integrates multilingual news updates, think tank research outcomes, cultural knowledge bases, and policy analysis tools, creating an intelligent system that combines information aggregation, knowledge generation, and decision-making support. It has become a digital bridge promoting knowledge sharing and mutual learning between Chinese and African civilizations.

Gert Grobler, a former senior South African diplomat and one of the core drafters of the China-Africa Dar es Salaam Consensus, expressed after trying Ubuntu AI that this innovative application will serve as a catalyst for advancing China-Africa relations.

The name Ubuntu AI is derived from the core concept of the African Ubuntu philosophy—"I am because we are"—which profoundly illustrates the pursuit of symbiotic prosperity and highly aligns with the Chinese vision of building a community with a shared future in cyberspace. The platform consistently adheres to international and open principles, supports multilingual intelligent interaction, and targets Chinese and African think tanks, media outlets, research institutions, and corporate users.

"Your choice is very clever. 'Ubuntu' is a beautiful name that allows us to feel the unity of the African people," said Peter Kagwanja, director of the Africa Policy Institute in Kenya, expressing confidence that the application will enable more people to gain a deeper understanding of the African continent.
作为国内首个由媒体机构与高校智库跨界共建的非洲区域国别学智能应用，“智者非洲”正逐步建设成为覆盖全面、内容权威、响应迅速的非洲知识平台，为深化中非互信、促进文明对话、推动全球治理体系向着更加公正、包容的方向发展提供有力技术支撑。值得一提的是，大会期间，“智者非洲”智能应用数据库进一步扩容，《非洲时报》媒资库顺利接入。这批扎根非洲本土的权威信源，极大丰富了平台的原始数据生态。
As China's first intelligent application for African regional and country studies co-built by a media organization and a university think tank, Ubuntu AI is gradually becoming a comprehensive, authoritative, and responsive knowledge platform on Africa. It provides robust technical support for deepening China-Africa mutual trust, promoting civilizational dialogue, and advancing the global governance system toward greater fairness and inclusiveness. It is worth mentioning that during the conference, Ubuntu AI intelligent application further expanded its database, with African Times' media database successfully integrated. These authoritative sources rooted in Africa have significantly enriched the platform's original database.

The forum released a think tank report titled Building “New Global Leadership”—A Joint Action for a More Just and Reasonable Global Governance System and launched the Global South Media Think Tank Cooperation and Communication Partnership Network, along with the Unity, Shared Path, Shared Journey—2026 China-Africa Partnership Empowerment Action Plan. In the future, ZICC will work alongside the Institute of African Studies at Zhejiang Normal University, leveraging the Ubuntu AI intelligent application to jointly contribute to the construction of China-Africa knowledge systems and the enhancement of discourse power, offering wisdom and solutions for promoting the reform of the Global South governance system.
