No restrictions in urban residency by 2022 in China

The CPC Central Committee and the State Council has proposed to put in place sound systems, mechanisms, and policies for promoting integrated urban-rural development, which covered multiple reform measures such as improving the mechanism for migrant workers to obtain permanent urban residency, encouraging urban talents and industrial and business capital to rural areas, reforming and improving the system of contracted rural land, and commercializing the non-agricultural rural lands.

According to the proposal, by 2022, the system and mechanism for integrated urban -rural development will be established. The free flow of urban and rural resources will be achieved in the institutional level, the restrictions on urban residency will be gradually eliminated and the unified market for urban and rural construction land will be basically built. Finance will play an ever-notable role in rural revival, the trading system framework for protecting rural property rights will be established, and basic public services will be better in line with social and economic development. We will see an improved rural governance system , and breakthroughs in the reform of system and mechanism in developed regions, metropolitans and the suburb.

By 2035, the system and mechanism for integrated urban and rural development will be further improved. The urbanization will be deepened, and the development and living standard gaps between urban and rural areas will be significantly narrowed. The migration system of urban and rural populations will be basically established , the unified market for urban and rural construction land will be formed, and the financial service system that benefits both urban and rural areas will be completed. Equitable access to basic public services will be basically ensured, the rural governance system will be perfected and the modernization of agriculture and rural areas will be basically fulfilled. By the middle of the century, the system and mechanism for integrated urban and rural development will come of age. We will achieve fully integrated development of urban and rural areas fully revitalization of rural area and common prosperity for everyone.
