Zhoushan advances marine innovation with expanded research investment

Zhoushan in East China's Zhejiang province has accelerated its marine science and technology drive during the 14th Five-Year Plan (2021-25) period, with research spending rising sharply over recent years.

A focus on core technologies, platform development, and industry collaboration has strengthened its marine industries and supported the growth of new scientific capacity.

Research investment grew from 6.81 billion yuan ($965 million) in 2021 to 14.89 billion yuan in 2024, while enterprises above the designated size increased their research spending from 3.52 billion yuan in 2020 to 11.98 billion yuan in 2024. The city directed these resources toward marine-related sectors, helping lift its marine economy to 155.22 billion yuan in 2024.

The city also built a marine science and technology innovation platform system, combining laboratories, innovation centers, and pilot-scale facilities to connect research with industrial applications. More than 10 major platforms have been launched since 2021, and several pilot facilities have been added to national cultivation lists.

Policy support and broader cooperation further improved the local innovation environment. Since 2021, companies have received 14.76 billion yuan in tax incentives, while international collaboration has expanded through new joint laboratories and research centers.

Talent development has played a key role, with 542 marine specialists brought in since 2021. Local programs linking universities and enterprises supported researcher mobility and accelerated technology transfer, with research achievements generating a technology-transaction value of 17.63 billion yuan.

Zhoushan plans to continue strengthening its marine science capacity and building an open, collaborative innovation ecosystem.
