Scene-driven innovation: a key to advancing embodied intelligence in China

Embodied intelligence is emerging as a transformative force with the potential to reshape production models and everyday life. Its strategic importance has made it a focal point of global technological competition.

At the Fourth Session of the 14th National People's Congress (NPC) in Beijing, Fu Guirong, NPC deputy and vice chair of the Ningbo municipal people's congress standing committee, emphasized the need to accelerate China's progress in this field through scenario‑driven innovation.

Fu noted that China's embodied intelligence industry is expanding rapidly, supported by favorable policies, rising investment, and growing market demand. However, the sector still faces challenges in core technologies, real-world applications, and regulatory oversight. To achieve high‑quality and sustainable development, he argued, the industry must find a more effective path that strengthens both innovation and implementation.

According to Fu, competition in the embodied intelligence industry is essentially a race to develop and secure application scenarios. Real-world scenarios serve as testing grounds for new technologies, accelerating breakthroughs, commercialization, and improvements in governance.

Fu emphasized the need to strengthen the infrastructure that supports scenario-based innovation, including platforms for data circulation, testing services, and collaboration between technology developers and scenario providers. He also highlighted the importance of accelerating commercial adoption by stimulating demand for scenarios, expanding scenario openness, and improving incentive mechanisms.

In addition, Fu called for a robust regulatory environment, including a unified national standards system and clear safety and supervision rules.
