Zhoushan Port FTZ expansion boosts bulk commodity trading hub

China's State Council has approved the expansion of Zhoushan Port Free Trade Zone (FTZ) in East China's Zhejiang province, marking a key milestone in building a bulk commodity trading and allocation hub within the China (Zhejiang) Pilot Free Trade Zone.

The expanded zone now includes 0.98 square kilometers of land on the Shulanghu and Huangzeshan islands, which are already home to several mature projects. It will focus on developing businesses such as bonded mixed ore, bonded fuel oil supplies for ships, and biofuel blending. The total planned area of the free trade zone will reach 6.12 sq km, comprising the 2.55 sq km main area in the Xingang Industrial Park of Zhoushan Economic Development Zone, the 2.76 sq km Qushan port area, the 0.74 sq km Konggang port area, and the 0.072 sq km Huangzeshan port area.

Over the past decade, the zone has developed specialized industries in bulk commodity storage, logistics, oil and gas trade, and aviation, fueling rapid growth. The main island alone has attracted over 10,000 high-quality trade enterprises, with trade volume totaling 700 billion yuan (about $101 billion).

In 2025, the zone's total import-export value reached 57.42 billion yuan, ranking 36th among China's 171 comprehensive bonded zones.
