Annual report reveals Jinhua's gains and goals

At the sixth session of the eighth Jinhua Municipal People's Congress on Jan 21, Zhang Jian, mayor of Jinhua, presented the municipal government work report.

The report summarized achievements from 2025 and significant progress made during the 14th Five-Year Plan (2021–25) period, while outlining key tasks for the 15th Five-Year Plan (2026–30) period and objectives for 2026.

Jinhua's GDP is expected to grow by over 6 percent in 2025, with the service sector's added value increasing by more than 6 percent and total retail sales of consumer goods growing by about 4.7 percent.

In 2025, the total imports and exports reached 1.05 trillion yuan ($150.84 billion), making Jinhua the eighth city in China to surpass the trillion-yuan mark in foreign trade. Exports increased by 19.4 percent, ranking first in the province, with exports to Africa up 27.9 percent.

Over the past five years, the city's GDP grew at an average annual rate of 6.3 percent, while imports and exports grew at an average annual rate of 21.2 percent, with the China-Europe freight trains operating 14,000 trips. The per capita disposable incomes of urban and rural residents exceeded 80,000 yuan and 42,000 yuan, respectively.

By 2030, the city aims to surpass 1.15 trillion yuan in total industrial output from enterprises above the designated size and achieve over 1.5 trillion yuan in foreign trade.

For 2026, key targets include a GDP growth of 5.5 to 6 percent and maintaining the urban unemployment rate below 5 percent.

The government will focus on eight key areas, including expanding international trade, pursuing common prosperity, enhancing technological innovation, advancing green growth, and improving public welfare.
